Coastkeeper joined the California Coastkeeper Alliance and Heal the Bay in appealing a lower court ruling of the plaintiffs' challenge to the State Water Resource Control Board's adoption of the Inland Surface Waters Plan (ISWP) that sets pollution limits for California's bays and other inland waters. The plaintiffs believe the ISWP was inadequate in protecting California's inland waters, therefore failing to comply with the federal Clean Water Act. Oral argument, originally scheduled for May 2002, was postponed to July, and then continued to the September calendar.
